REPORT ON THE SECOND WORKSHOP FOR POLICY MAKERS TASK FORCE WORKSHOP TITLE: PUBLIC AWARENESS ON NATURE CONSERVATION FOR POLICY MAKERS AT DISTRICT LEVEL VENUE: CROCKER NATURE CENTER, KENINGAU DATE: 18 MARCH 2005 1. Background Public Awareness Component (PAC) which is led by the Science and Technology Unit of the Chief Minister's Department is one of the four component of BBEC, working towards changing behaviors of five target groups toward biodiversity conservation. The public awareness campaigns are focusing on five target groups identified namely; journalists, teachers, developers, non-environmental NGOs and policy makers. On the 18 March 2005 the Policy Maker Task Force under the Public Awareness Component held a one-day workshop at Kawang Nature Center, Papar. Three discussions with the District Office's officer of Papar, Beaufort and Penampang were held on the 24 January 2005, 27 January 2005 and 4 February 2005 at the respective District Offices, to discuss about the implementation of the workshop. A discussion with Puan Bernadette D. Joeman, an officer in Rainforest Interpretation Center, Forestry Department, Sandakan was also held to discuss the content of the Role Play Module. Thorough discussions als held several times with the Director of UST prior for his advice. Finally, a meeting among the officers of UST, Sabah Parks and Forestry Department was held in UST meeting room on the 28 February 2005 to discuss the preparation of the workshop. The workshop was organized in collaboration with Sabah Parks cum Head of Park Management Component, Forestry Department, and the three district office, Papar, Penampang and Beaufort. The Assistant District Officer of Papr was officiating the closing ceremony of the workshop. This workshop is targeted for the JKKKs and committee members of villages around Crocker Range Park and the technical departments officers attached to the District Office of Papr, Penampang and Beaufort. This is an effort to increase awareness on environment among policymakers in Sabah under the Bornean Biodiversity & Ecosystems Conservation (BBEC) Programme. 2. 4. Participants The participants from the three districts were identified by each District Office concern. The list of participants is enclosed. Thirty (30) participants attended the workshop, excluding JICA experts, facilitators and secretariat of the workshop. Due to some logistic problem such as the remote location of the villages, only the five (5) participants each from Kg. Terian, Kg. Buayan, Kg. Tiku, Penampang; Kg. Talintang, Kg. Kinolosodon, Papar were present. None of the participants from Villages in Beaufort District present to the workshop. 16 participants from technical departments offices attach to Penampang, Papar and Beaufort District Office were present. Adding up to the number is an officer from District office of Keningau and a lecturer from UMS. Three (3) JOCV and 4 journalists were also among the participants. Invitation to all participants was sent through the respective District Offices. Thirty (30) participants attended the workshop out of thirty-six(36) invited, which make the percentage of attendance to ninety percent (90%). The participants are 9 from Penampang, 6 from Papar, 3 from Beaufort, 5 from Kota Kinabalu, 3 from Keningau and 4 journalists from Kota Kinabalu. 5. Speakers/Facilitators 3 speakers/facilitators were involved in the workshop. All of them played their role satisfactorily and delivered their topics according to the time allocated. Their presentation was well understood by participants. The topics are also very relevant to the objectives of the workshop. Special topic by Ms. Bernadette Joeman of the Sabah Forestry Department was on the Role Play. 6. Logistic Transportation was provided by JICA for participants from Papar. Participants from Beaufort and Penampang came by themselves. The participants were about 45 minutes late to arrive at the venue. It was due to the limited signboard and little instruction from secretariat and the respective district offices. In future, it is suggested to hold 2 days workshop to enable the participants from remote areas to gather at the venue on the first day and only proceed with the workshop on the second day. 7. Preparation of Material and Equipment UST arranged all the equipments needed to run the workshop efficiently. At the end of the workshop, the representative of the Papar District officer presented all participants with certificate of attendance. The certificate was prepared by UST. The participants were provided with the BBEC folder and the speakers' notes, and relevant stationaries. 8. Conclusion The workshop was meeting its first objective, which is raising awareness of the target group towards environment conservation activities and obtained good collaboration and understanding it. For the second objective that is increasing their positive behavior towards nature conservation is not possible to measure at the moment. Through this activity, the Public Awareness Component is hoping that the target people around the CRP are getting the information on the Crocker Range Park and know it importance to conserve it.
